Default skimmer

Hi, bought a skimmer off e-bay and cant get it to work properley, keeps rising out the water and stopping.
Anyone else got one of these
Pond Skimmer with 2500L/H Pump and Fountain Attachments | eBay

have been told to screw the basket to the top, have tried screwing it to the top of the actual skimmer meaning the main float is free but still wont work and is very hard to screw down with the pressure needed to push the sponges down.
help much appreciated, thanks

with mine it does it after i have cleaned it out so what i do is tip it slightly to one side and total submerge it and rock it about for a few minutes this allows any trapped air to escape and this works most of the time sometimes i need to repeat the process
